An underwater settlement eh? I can't think of anything, other than an area to be used in a future quest.
It COULD be related to the new skill but its a bit early to tell.

Hmm..looks like a probable update that has been pushed aside for a while..if released in due time though, we could more than likely see a new quest storyline or a continuation of another. To early to say though -.-.

yeah,thought the same thing myself,there was pretty much a city underwater when i was down there,except when i was down there i didn't explore all that much so i might be just that crab pen :shock:
