Steps:

1. Talk to councilor Hargrive. He wants you to help him catch and dispose of some sheep that have been infected with the plague. He Tells you to go see Dr. Orbon, and gives you poisoned sheep feed.


2. Talk to Dr. Orbon and pay him 100 gp for a protective suit.


3. Go North to the enclosed area and take a cattle prod from next to the furnace.

4. So now equip the prod and go after the 4 sheep. To do this you need to get on the opposite side of the sheep to the direction you want it to run in. And then you click on the sheep to prod it in that direction. If you mess up though, the sheep will try to run back to where you started. Once you get the sheep inside the enclosure feed them the poisoned food, and then burn their remains.

1st - South of the enclosure
2nd - East
3rd - North-West
4th - North

5. After you're finished with all the sheep go back and talk to councilor Hargrive. And get your reward.

This was definately not easy. And you don't really explain how to do it, because it can get very frustrating. Please change the difficulty from easy because if you make one little mistake it runs away.

I'd rather fight many dragons before ever prodding sheep again

The rate the level according to what level monsters/bosses you have to fight.

And here there are no monsters to fight so it's pretty easy. It could take a while if you suck at keeping the sheep on track though. I got it on the first try, since this was the second character I'm doing all these quests on.
